FXU Policies & Procedures

FXU Policies

FXU (Falmouth & Exeter Students' Union) is a membership led organisation and has a democratic structure in place to make sure it is. Members (students) can put their ideas forward in the form of a motion for FXU to follow or carry out. These motions are then put to an FXU Referendum (an all student vote) or an FXU General Meeting (where all students can attend and vote) or the FXU Student Council (who vote on behalf of all students). If the vote favours the motion, then it becomes FXU policy. All policies are reviewed after a period of time.

How to propose a motion

A motion should be proposed in writing to the FXU Elections & Democracy Committee by completing one of the forms below.

For the motion to be put to an FXU Referendum, the motion must be submitted by completing an FXU Referendum Proposal Form.

For the motion to be put to an FXU General Meeting or the FXU Student Council, the motion must be submitted by completing an FXU Motion Proposal Form.

The FXU Elections & Democracy Committee can amend the wording of a referendum question to make it a fair question.

Forms can be submitted by email to repcoordinator@fxu.org.uk or be handed in to the FXU office at Tremough or Woodlane, marked for the attention of the 'FXU Elections & Democracy Committee'.

How motions are discussed

Student Council and General Meetings are open to all FXU members to attend. In the request of a referendum, at least one open meeting will be held to discuss the motion. The Chair of the meeting will explain why the motion has come about as provided by the proposer; outline proceedings; ensure an equal amount of time is given for both "For" and "Against" arguments; explain how to vote; and provide any other relevant information.

How motions are voted on

Members can vote "For", "Against" or "Abstain". A simple majority vote is required for the final decision except in exceptional circumstances where a two-thirds majority may be required.

How policies are overridden and amended

The FXU Board of Trustees can override any FXU policy if it conflicts with FXU's charitable purpose and/or ensure FXU remains legal and financially viable. Also, policy set by referendum will override policy set by a previous Referendum, General Meeting or by the Student Council. Policy set in an Annual General Meeting, can override policy set by any previous General Meeting or by the Student Council. Policy set in a Union General Meeting can override policy set in previous Union General Meetings or by the Student Council. Policy set by the Student Council can override policy set previously by the Student Council.
